List contact phone types

Returns every phone type id/name pair valid for the phoneTypeId field on POST /api/v1/client-contacts/{guid}/phones.

A value returned here is always accepted as phoneTypeId on that endpoint. This is a separate endpoint from phone-types (which is specific to Applicants) because phone types are scoped per user type.
