List valid Job groups

Returns every Job group valid for the jobGroupName field on RequirementCreateRequest/ RequirementUpdateRequest, scoped to the authenticated user’s company and sorted the same way the application UI presents them (sort order, then name).

jobGroupName is matched case-insensitively against the name returned here.
