List valid pay/rate types

Returns every pay/rate type id/name pair valid for the minBillTypeId, maxBillTypeId, minPayTypeId, and maxPayTypeId fields on both Job and Placement create/update requests.

A value returned here is always accepted wherever one of those fields is set.
